    BUILDING OFFICIAL'S BIOGRAPHY

    Brent Smith has been involved with the construction industry all of his life; starting out as a laborer in his early teens.  He holds an Associate degree in Building Inspection Technology from Butte College and a Bachelor's degree in Management from Saint Mary's College.  As Oakley's Building Official, Brent oversees the Building Division as well as Code Enforcement.  Outside of work, Brent enjoys an array of activities including golf, bodybuilding, boating, and sitting down with a good book.

    DIVISION RESPONSIBILITIES

    The specific responsibilities of the Building & Code Enforcement Division include:

    • Overseeing the Code Enforcement Division
    • Administering building codes to safeguard life, health, property, and public welfare
    • Overseeing processing and issuance of building permits
    • Overseeing plan review process to ensure uniform code conformance
    • Overseeing day to day building inspection activities
    • Coordinating permit fee estimates
    • Ensuring coordination between city departments and outside agencies
    • Implementing adoption of new codes as Universal Codes adopted by the State of California
    • Providing technical insight to homeowners and contractors to help expedite construction projects
    • Ensuring graffiti is abated within 24 hours
    • Overseeing the maintenance of case files
    • Managing the property maintenance program
    • Coordinating the residential rental property inspection program

    GOAL

    To ensure the health and safety of the community and to improve the overall appearance of Oakley through progressive Code Enforcement and responsible administration of the Building Division.
