    CITY MANAGER'S BIOGRAPHY

    Bryan Montgomery, a resident of Oakley, has been the Oakley City Manager and Executive Director of the Oakley Redevelopment Agency and Oakley Public Finance Authority since December 2005.  Prior to his appointment, Bryan served as City Manager in Mesquite, Nevada and Rupert, Idaho.  He also served as Assistant City Manager in Alamogordo, New Mexico, and as an aide in the Mayor's Office in Provo, Utah.  He holds a Bachelor's degree in International Government Relations from Brigham Young University and a Master's in Public Administration from Brigham Young University's Marriot School of Management.  He speaks Spanish and periodically performs local government consulting work in Latin America.  Bryan is a valued member of many organizations such as Boy Scouts of America, International City Management Association (ICMA), Rotary International, and the United Way; and he serves on various committees within his church.  Outside of work, Bryan enjoys football and, most importantly, spending time with his family.

    DEPARTMENT RESPONSIBILITIES

    The City Manager serves as Chief Executive Officer of the City of Oakley and administers and coordinates the various functions of City government, as directed by the City Council.  The Assistant City Manager provides supplemental administrative support to City operations, although he has the primary responsibility as the Chief of Police.  The Assistant to the City Manager coordinates the Human Resources functions of the City and provides overall operational support to both the City Council and City Manager.  The specific responsibilities of the City Manager include:

    • Coordinating day-to-day operations of City departments
    • Leading and supervising the department heads and their operational activities
    • Preparing a City draft budget each fiscal year for City Council consideration
    • Administering Council-adopted City budget, including the annual Capital Improvements Program
    • Researching and making recommendations about topics of interest to the City Council
    • Monitoring the progress of City's Strategic Plan
    • Meeting with citizens and citizen groups to resolve concerns and understand their needs
    • Providing executive leadership that encourages high-quality performance by City Staff
    • Guiding Oakley's municipal operations, including those of the Oakley Redevelopment Agency, the Oakley Public Finance Authority, and coordinating organizational programs and activities
    • Representing Oakley in community affairs, generating public information, and encouraging civic participation
    • Directing the operating and capital budget process and providing financial planning
    • Seeking developmental opportunities to encourage growth in tax revenues and job creation
    • Providing administrative support for Council members in their legislative capacities, as well as in their activities with other agencies

    GOAL

    The City Manager's Office is dedicated to leading a polite, professional and progressive team of dedicated City employees (Team Oakley) to effectively implement the goals and policy direction of the Oakley City Council.

    DID YOU KNOW?

    The City Manager's Office coordinated the development of the new Oakley Civic Center Plaza that includes a new City Hall, downtown park and plaza, police department and a restaurant.
